Com noted, ‘the shift in fashions [to PRSPs] should not be exaggerated. Where before donors told governments what to do now governments largely tell donors what they want to hear’. There have been a number of content reviews of PRSPs (see Stewart and Wang, 2003 cited above for example or the African country studies in the Booth, 2003 edited volume). 7 Furthermore, this trend is much stronger in HIPC countries and notably African HIPC countries (not surprising as most HIPC countries are African).
The Washington Consensus was: a set of policy reforms which most of official Washington thought would be good for Latin America (Williamson, 1993:1334). the common core of wisdom embraced by all serious economists… sensible people [have] better things to do with their time than to challenge its veracity (Williamson, 1998:111). the WC, as practiced by the IFIs became ‘state-bashing’ – a wholesale attempt to dismantle the developmental state (Kanbur, 1999:2). privatisation, liberalisation, and macro-stability… a set of policies aimed … minimizing the role of government (Stiglitz, 2002:1).
