These types of actions and policies are helping to lay the foundation for more comprehensive adaptation actions, but the city still has a long way to go, and the consequences of current flood policies and actions on future resilience have yet to be examined. Adaptation as a process ideally involves a number of steps, from identifying what particular group of people or sector to focus upon and assessing vulnerabilities and risks to using this information to craft policies and implement actions, and then reflecting upon what is working or not and triggering another iteration.

Introduction to adaptation planning processes and frameworks Early and ongoing experiences around adaptation planning at different scales and in various contexts have led to the recognition that there are some critical steps (or phases) that should be included in the process, as well as good practice considerations. Yet, one of the most important lessons from multiple programmes is that there is no single ‘correct’ adaptation planning process, and no step-Âby-step instructions exist for how to conduct such processes.

The problem of climate change itself is due to the combination of these dynamic development processes that have been driven by fossil fuel based economies and livelihoods, with the emissions from industrialisation, urbanisation and modernisation trapping heat in the atmosphere and oceans. Growing recognition of these problems is leading to a plethora of planning processes, dialogues, policies and some actions at international to local scales. These activities are often broadly characterised as mitigation – strategies and measures to reduce greenhouse gas sources and enhance sinks – and adaptation – those that help human and natural systems to cope, adjust and shift strategies as conditions change.
