In that article the word "dictatorship" did appear, but it was not conspicuous. In July 1949, however, as the formation of the Chinese People's Republic was in sight, M a o published the article " O n the People's Democratic Dictatorship". His idea there served as the basis of the new regime to be 2 set up. Here "dictatorship" is given emphasis. Let us first observe the term "the People's Democratic Dictatorship". This term is M a o Tse-tung's coinage. It may not sound too o d d to those w h o are familiar with the developments in Eastern Europe after World War II, when several people's democratic republics came into existence.

T h e y were lesser enemies when they had during the later a greater enemy in c o m m o n ; but, stage of the war, as soon as victory was anticipated, the two parties began to plan their o w n future after the war. Mutual suspicion and distrust grew as days went by. T h e Communists, w h o chose guerrilla tactics all along, had their men scattered in and around the Japanese occupied territories. These territories were administered under the puppet government of W a n g Ching-wei, a defector of the Kuomintang w h o had no army.

T h e measures of reform accelerated its downfall.
